Don't worry too much about mutagens. I know it's tempting to always max your character, but the mutagen system is a real bummer for that. There are several tiers for mutagens, it's been a few months since I've played it, but I don't think 2% is particularly good. It's best to leave your mutagen slots open till you find rare mutagens.
